Vessel monitoring system requirements

Vessel monitoring system requirements should identify the information source, the receiving arrangement and the people who need to use the information. Prepare the project boundary before discussing an AIS base station.

Monitoring purpose

Describe the vessels and the information your project needs to review. Identify the existing monitoring workflow and the parts of it that the purchasing inquiry should address.

System map

Draw the proposed information path from the equipment to the operator's system. Mark existing and requested components separately, and ask for the proposed interfaces and output documentation.

Acceptance brief

State how the project reviewer will assess the requested information flow. Request a configuration description and document list for the proposal, then record which integration questions need answers before equipment selection.

Keep the monitoring boundary clear

Identify which parts of the monitoring project are existing systems and which are requested equipment. Ask for clarification when a proposal assumes a connection or function not described in your brief. Retain the agreed system boundary with the configuration documents so your reviewer can evaluate the intended information path component by component.

Describe the monitoring workflow and information users

Begin the vessel monitoring enquiry with the operational question your organisation wants answered. Identify the vessels or vessel groups concerned, the people who need information and where they expect to view it. Describe the information your team wants available without assuming a particular equipment arrangement already provides it. Ask the supplier to explain its proposed scope in response to that workflow. Keep each user's requirement distinct, especially if the vessel operator and the shore team need different views or different responsibilities within the buyer's intended monitoring process.

Prepare a diagram of the buyer's current arrangement and the proposed points where information would be handed over. Label existing equipment using its actual identification and include the documentation available for review. Ask which parts of the proposed monitoring arrangement are included in the quotation and which require separate decisions. If an information destination is still being planned, identify that uncertainty rather than presenting it as installed equipment. Request the interface descriptions your system reviewer needs to assess the proposed connections and the relationship between the vessel and shore arrangements.

Define the records your users need to distinguish vessels and understand the proposed display of information. Ask for a demonstration description using the fields and equipment arrangement relevant to your brief. Have the responsible reviewer identify any questions about missing information or unclear identification. Keep requirements about information access and retention within the buyer's project brief until the proposal explains how they would be addressed. Avoid transferring a demonstration of a component into approval of the whole monitoring workflow when the other connections and user tasks have not been reviewed.

Before selecting a system proposal, make a list of responsibilities for equipment, installation, information handover and operator instructions. Ask for responses to unresolved items and retain them with the proposed configuration. Describe the observations your team would need during a project review and connect each observation to the relevant user requirement. If the vessel group, information destination or proposed equipment changes, review the affected workflow again. Keep the purchasing decision specific to the configuration and user tasks discussed so later project additions receive their own scope and documentation review.

Ask each intended user to identify the information view required for their own task. Keep those requests linked to the proposed information destination rather than merging them into a general monitoring statement. Have the project reviewer compare the supplier response with each user entry so an unanswered shore task is not hidden by a response about the vessel operator's display.
